The theory, as Dolan reconstructs it, says a Hillary Clinton administration would have acknowledged non-human intelligence and anomalous craft while concealing alleged crash-retrieval and reverse-engineering programs, until Donald Trump’s 2016 victory disrupted the plan.
The theory further holds that Hillary Clinton was expected to carry out the public portion of the plan after winning the 2016 presidential election.
