I want a free way to check aliens.gov every 5 minutes and send me a text when it goes live. How do I do that?

I looked at some of the free services they charge to send texts, or they check every six hours or something. I want to check every 5 minutes to see if it's live, and to text me when it does. Can that be done? I even fiddled with a python script that would check the page to see if it's up and then send an email to a text to sms service but I never could get past that step. Surely there's a free way to get this done.
