Disclosure makes little sense

Why would Russia, China or North Korea simply not disclose? If it’s something that could cause unrest, they could royally mess with the West. That’s why I have serious doubts about it.. Why would Russia simply go along with the USA doing this ? Especially as we all suspect they have their own programs. Genuine question
