If they know the truth, why don’t they act like it

If presidents and other high level officials have actually been briefed on whatever “the phenomenon” is, shouldn’t we be able to see some kind of shift in them as people? Not just in policy, but in personality, tone, or worldview. Like, how were they before taking office versus after? Were there noticeable changes in how they spoke about humanity, conflict, science, or even existential topics?
