Rand Paul is an American ophthalmologist and Republican politician who has represented Kentucky in the U.S. Senate since 2011 and has chaired the Senate Committee on Homeland Security and Governmental Affairs since January 2025. He has no documented record of statements or legislation on unidentified anomalous phenomena. He appears in UAP-focused media mainly because his campaigns on surveillance, intelligence-agency secrecy and whistleblower protection overlap with issues that disclosure advocates follow closely.

Born in Pittsburgh in 1963, the son of former congressman and presidential candidate Ron Paul, he attended Baylor University and earned his medical degree from Duke University in 1988. He practiced eye surgery in Bowling Green, Kentucky, from 1993 until his election to the Senate in 2010, and was reelected in 2016 and 2022. He sought the 2016 Republican presidential nomination before withdrawing after the Iowa caucuses. His Senate career has been defined by libertarian positions, including opposition to bulk surveillance; in 2015 he spoke for about ten and a half hours against reauthorizing Section 215 of the Patriot Act.

Those themes continued in 2026. In April he promoted his Fourth Amendment Restoration and Protection Act, which he said would stop warrantless searches of Americans' communications under the Foreign Intelligence Surveillance Act, and UFO-focused accounts and reporter George Knapp reposted his messages. In June, endorsing Senator Ron Johnson's call for a new Church Committee, Paul said he had been trying for more than two years to obtain the classified records of the original 1970s inquiry but was being blocked by the Senate Intelligence Committee, and that his staff could not join him in the room holding the boxes.

His closest contact with the UAP subject came through his committee. On May 13, 2026, it heard subpoenaed testimony from CIA officer James Erdman at a hearing titled "Whistleblower Testimony on the COVID Coverup." Erdman's written statement said he had served on the Director's Initiatives Group, a task force created by Director of National Intelligence Tulsi Gabbard in April 2025 whose remit included the Kennedy and King assassination records, COVID-19 origins, anomalous health incidents and unidentified aerial phenomena, and he alleged that the CIA obstructed the group and monitored its members. The next day Paul and Johnson wrote to CIA Director John Ratcliffe giving formal notice that they expected no retaliation, and Matt Ford of The Good Trouble Show applauded Paul "for standing up for whistleblowers." The hearing itself focused on COVID-19 origins. In March, Paul had also chaired the confirmation hearing of Markwayne Mullin as homeland security secretary and voted against him.

Paul's significance in the UAP record is indirect. He is not known to have sponsored UAP legislation or commented on the phenomena, and his 2026 national profile rested largely on his investigations of Anthony Fauci and COVID-19 research. His chairmanship of the committee that oversees the Department of Homeland Security, his push to open Church Committee files and his protection of an intelligence whistleblower whose task force reviewed UAP records have nonetheless made him a senator whom disclosure advocates watch and cite.
