Serious question. Regarding alien-human hybrids, do aliens even have DNA?

Matt Gaetz claims US runs 'forced breeding programs' merging humans and extraterrestrials

A former candidate to be the US Attorney General has claimed that secret military programs are creating alien-human hybrids throughout America.

🧐 https://t.co/emsTjor70P [Quoted] Well, this is getting intriguingly weird...former, controversial, Congressman Matt Gaetz, a onetime member of the Armed Services Committee, claims he was briefed by a uniformed military man about alien-human hybrids. https://t.co/utj5rpKa1N

So I've seen a few posts about alien human hybrids today and my first thought is, "why would alien life be based on DNA?" and if it is, why would it be compatible with human DNA to the extent you could create a hybrid? Is there a theory that aliens life is basically the same as earth life?
