What if it’s newly arrived aliens letting the authorities on earth know they’re here and they leave their mark like this. It’s always south east England so it could be that this is done out of convenience. Maybe like passport control. The marks could possibly say things about themselves where they’re from, how long they’re staying etc similar to that of a QR code?
