Reminds me little of the DHS "Rubber Duck" video. Could be prosaic, Could be anomalous. No clue. I cut it down to less than a minute. And, as with all of these video, no metadata, which makes it very difficult for people good at analyzing these types of videos (not me), to decipher them. At 1:04 in, they switch to electro-optical, which is in color.
