This 57-page DIA reference report reviews theoretical proposals and selected experiments concerning extraction of energy from the quantum vacuum. It distinguishes established quantum-vacuum and Casimir phenomena from the unproven proposition of useful continuous energy conversion: the report says standard QED does not support that conversion, regards competing frameworks as inadequate or incomplete, and calls for further theoretical and experimental work.
