12/ The historical cut off raises another question for me. AARO says the mechanism covers government UAP programs and activities dating back to 1945, ok thats fair enough... What happened to submissions concerning alleged activity before that year? Were they automatically excluded? Were they referred elsewhere? Was 1945 chosen because of a statutory boundary, an investigative decision or the scope of AARO's historical report? The annual report doesn't explain whether the date contributed to t...
