It's obvious, what are we waiting for?

Say, we do have billions of stars in our Milky Way, out of those, how many stars got habitable zones, from there creations do their thing. Next, after they evolved till their very best, where they're able to travel at the speed of light and beyond. For years, we've been hearing stories, movies and TV shows have influenced it further and currently more people are talking about disclosure. At this point it's obvious, what are we waiting for? why can't the world government just... start welcomin...
