Non-Human Intelligence refers to the hypothesis that unidentified anomalous phenomena (UAP) are manifestations of conscious agents beyond known human origins. This proposition occupies a core position in controversies about what UAP really are — whether they are misidentified natural or human-made phenomena, secret technologies, or awareness from other species or dimensions. Its importance lies not only in what non-human intelligence would mean for physics, biology, and philosophy, but also in legal, diplomatic, and security domains: for instance, whether governments must acknowledge intelligence that bears intentionality or purpose. Though no incontrovertible evidence has been established, this hypothesis shifts debates from “can UAP be studied?” to “who or what is operating them, and why they’re not yet disclosed fully.”
Many public moments have elevated this hypothesis into mainstream discourse. Among them:

These events expose tensions between classified information and public accountability. Verified facts include public statements, legal filings, and executive orders. Reported claims, like hidden UFOs beneath SCIFs, come from individual actors whose evidence remains contested. Speculative assertions concern the origins, motivations, and capabilities of non-human intelligence.
Key questions persist: Are interactions intentional? Is there cross-cutting evidence across domains (sensor, physical, testimonial)? To what degree do political and institutional actors possess or suppress knowledge of this intelligence?
