Trying to verify a EA-6B-related story in the Seattle area between 1970 and 2004

I'm collecting oral histories from experiencers from 1990s Seattle and I remembered this story from my time in avionics C-school in the U.S. Marines in 2004. The story goes that a hapless Navy or Marine Corps avionics tech working at Whidbey Island on an EA-6B Prowler flipped a switch and deployed an EMP that shut down portions of Everett and north Seattle.
