Wikileaks Cables 2010 and Ring Camera Alien share a phenotype (Serious)

The green video appeared in a Wikileaks cable in 2010. The two individuals share an astonishing cranial structure. Both flickered their cloak, for whatever reason, just like a cephalopod would in the wild when it "hops" between corals or foliage. Alienarchivist gets the credit for jogging my memory.
