Is the disclosure discourse of the past decade is just a recruitment strategy?

I have been thinking a lot about the disclosure happening this past decade, centered around and fueled by operatives of the USG with so many different flavors as to what the UAP are and the nature of consciousness ( seems like different perspectives of different factions of the USG). I always wondered what the purpose of all these "disclosures" really is, and I am gravitating towards it being a recruitment strategy for the disciple programs of the legacy program ( e.g. what happened to Skywat...
