I spotted this this morning in East London. It looks a bit like balloons in this video, but it didn't really move like any balloons I've seen. It moved slow and was quite high. One light hovered closer to my apartment and I was able to zoom up and getting a better look, after zooming up (around 30 seconds into video), it looks horizontal shaped with 5-6 lights.
