Stephanie O'Sullivan is an American engineer and former intelligence official who served from 2011 to 2017 as Principal Deputy Director of National Intelligence, the second-ranking post in the Office of the Director of National Intelligence. Before that she spent most of her career in the technical side of the Central Intelligence Agency. In 2026 her name became central to anonymously sourced reports alleging that she and former Director of National Intelligence James Clapper oversaw a program to recover unidentified anomalous phenomena, claims no official inquiry has confirmed.
O'Sullivan was born on October 3, 1959, in Cape Girardeau, Missouri, and earned a bachelor's degree in civil engineering from what is now Missouri University of Science and Technology. She worked at the defense contractor TRW and at the Office of Naval Intelligence before joining the CIA, where she spent more than 14 years in the Directorate of Science and Technology, the agency's technical development and collection arm, and led it for about four years. From December 2009 to February 2011 she was the CIA's associate deputy director, helping the director and deputy director run the agency day to day.
President Barack Obama nominated her as principal deputy DNI on January 5, 2011, on Clapper's recommendation. The Senate Intelligence Committee endorsed her unanimously, the full Senate confirmed her, and she took office on February 18, 2011, serving until January 2017. In the post she helped the DNI manage the intelligence community's daily operations and worked on integration across its agencies. After leaving government she became an independent consultant and joined the boards of Huntington Ingalls Industries, Accenture Federal Services and HRL Laboratories as well as the trustees of In-Q-Tel, the intelligence community's venture capital arm. She was elected to the National Academy of Engineering in 2019 and teaches as adjunct faculty at Georgetown University's Center for Security and Emerging Technology.
Her UAP relevance stems from claims made by others. According to Liberation Times, former intelligence officer David Grusch named her in a Megyn Kelly interview among intelligence figures who had been "in rooms discussing this issue." On January 24, 2026, Christopher Sharp of Liberation Times reported that multiple unnamed sources said O'Sullivan and Clapper had overseen an ODNI program relating to UAP shootdown and recovery; one source called it "Golden Domes" and described it as a joint CIA and Air Force effort. The article cited no documents and reported no comment from O'Sullivan. In October 2026 Sharp argued that former AARO director Sean Kirkpatrick, who had worked under her at the CIA's science directorate and at ODNI, faced a conflict of interest.
The Pentagon's All-domain Anomaly Resolution Office reported in March 2024 that it had found no evidence that any U.S. government program had recovered or reverse-engineered extraterrestrial technology. O'Sullivan's three decades in technical intelligence and senior intelligence management are a matter of public record, while the role in UAP retrieval that anonymous sources attribute to her has not been confirmed by any official investigation.
