Breakaway civilization is a term associated above all with the UFO historian Richard Dolan, who uses it for what he describes as a hidden, highly compartmentalized society that grew out of the classified world and now holds science and technology far beyond public knowledge. The description of his 2016 booklet on the subject calls it "a radically advanced and increasingly separate structure" with "access to classified science and data denied to the rest of us." The idea is his interpretation of the history of government secrecy; no official body has acknowledged any such structure.
Dolan laid out the argument in a conference lecture in San Mateo, California, published in 2016 as The Secret Space Program and Breakaway Civilization, the first booklet in his lecture series. In it he concluded that a secret space program exists but is not a simple extension of the U.S. government, the military or NASA as normally understood, and attributed it to the breakaway structure instead. The phrase also appears in the work of the author Joseph P. Farrell, whose 2012 books Saucers, Swastikas and Psyops: A History of a Breakaway Civilization and Covert Wars and Breakaway Civilizations, both from Adventures Unlimited Press, tie it to covert wars and Nazi-era flying-saucer lore.
The concept rests on inference from secrecy rather than on records of the structure itself. The Pentagon's All-domain Anomaly Resolution Office said in its March 2024 historical report that alleged hidden UFO programs either did not exist or were misidentified authentic programs, according to the Washington Spectator. Dolan has also distanced himself from some secret space program insiders: the journalist Anna Merlan reported in 2019 that he had rejected the secret space program claimant Corey Goode and had written that believing such stories "without genuine evidence takes us down a dangerous road within an already treacherous field."
The term spread through disclosure debates in 2026. In August Dolan revisited it in conversations with television writer and producer Bryce Zabel about competing narratives around Lue Elizondo, describing "a hidden and highly compartmentalized world operating with knowledge and technology far beyond what conventional government seems to control." The same month, on NewsNation's Reality Check, the researcher known online as UAP Gerb likened the alleged UFO legacy program to a breakaway civilization that runs without oversight. The phrase has become shorthand for the view that UFO secrecy may be held by a semi-autonomous structure rather than by elected government, a reading that Dolan has promoted for about a decade.
