Allen Welsh Dulles was an American lawyer, diplomat and intelligence officer who ran the Office of Strategic Services station in Switzerland during World War II and served as Director of Central Intelligence from 1953 to 1961, the longest tenure in that office. No released record gives him a role in any UFO program, but in 2026 he became a central figure in researchers' theories that a privately organized secrecy network, rather than the government itself, took control of recovered craft after the war.
Dulles was born in Watertown, New York, on April 7, 1893. He graduated from Princeton, entered the diplomatic service in 1916 and served on the American delegation to the 1919 Paris Peace Conference before becoming a partner at the law firm Sullivan & Cromwell. William Donovan recruited him to the OSS in 1941, and from Bern he led American intelligence operations in Switzerland, taking part in 1945 in Operation Sunrise, the secret negotiations for a German surrender in northern Italy. He joined the CIA in 1951 to head covert operations, became deputy director that August and took over as director on February 26, 1953.
As director he oversaw the 1953 coup in Iran, the 1954 overthrow of Guatemala's government, the U-2 reconnaissance program and the mind-control research known as MKUltra. The failed Bay of Pigs invasion led President Kennedy to force his resignation, which was announced in November 1961. Lyndon Johnson later appointed him to the Warren Commission on Kennedy's assassination, a choice some historians have questioned because Kennedy had removed him. He published The Craft of Intelligence in 1963 and passed away in Washington on January 29, 1969.
His documented connection to UFOs is slight. He became director about six weeks after the Robertson Panel, convened under his predecessor Walter Bedell Smith, met in January 1953, after which the CIA abandoned efforts to draft a national security directive on UFOs. The agency's own 1997 history of its UFO work records that researcher Leon Davidson wrote to Dulles in 1957 demanding to know what a supposed coded radio message revealed, and that in 1958 Dulles's aide sent Donald Keyhoe only a noncommittal letter.
The 2026 theories go much further. Researchers Jason Samosa, Craig Oliver and Michael Armentor argued that the World Commerce Corporation, which they say Dulles and Donovan helped create in 1945, was the origin of a private "control group" tied to the alleged 1933 Magenta crash retrieval in Italy, and Jesse Michels promoted the thesis on American Alchemy. Geoff Cruikshank wrote that Kennedy adviser J. Patrick Coyne had long been loyal to Dulles and Majestic-12, and American Alchemy argued that Dulles used his Warren Commission seat to suppress links between parapsychologist Andrija Puharich's circle and people around Lee Harvey Oswald. These arguments rest on the researchers' readings of corporate histories, biographies and contested documents, and no released record shows Dulles directing UFO policy. His actual career, built on deniable operations and private cover arrangements, is what makes him the spymaster most often named in theories of hidden UFO control.
