Havana syndrome is the informal name for Anomalous Health Incidents reported by U.S. government personnel and family members, beginning in Havana in 2016 and later in other countries. Accounts commonly describe a sudden sound, pressure, or heat sensation followed by headache, dizziness, imbalance, sleep disturbance, cognitive difficulty, or other lasting symptoms. The experiences and disability are documented even though a single cause has not been established.
Early medical studies reported findings interpreted as possible neurological injury, while later National Institutes of Health work compared more than 80 affected participants with matched controls. The NIH studies found no significant MRI-detectable brain injury or broad biomarker pattern after correction for multiple comparisons, although imbalance and serious symptoms remained. Differences in recruitment, timing, and case definition make the studies difficult to compare directly.
Intelligence assessments have also evolved. Most agencies continued in January 2025 to judge it very unlikely that a foreign adversary caused the reported incidents. One component assessed an even chance that a foreign actor used a novel device in a small subset, and another assessed an even chance that such a capability had been developed; both judgments carried low confidence. Pulsed radiofrequency energy remains a proposed mechanism, not an established explanation for the full cohort.
The topic overlaps with UAP discussion through claims about Directed Energy Weapons, classified technology, and injuries attributed to anomalous encounters. That overlap does not make Havana syndrome a UAP case. Its real significance lies at the intersection of occupational health, intelligence attribution, disability care, and uncertain mechanism, with the HAVANA Act providing compensation even as causation remains disputed.
