International UAP programs are government efforts outside—or in cooperation with—the United States that collect reports, assess airspace concerns, preserve files, or support research. They are not one coordinated system. Mandates differ by country and era, and a “program” may mean an active investigative office, a discontinued defense desk, a public archive, or a temporary scientific review.

France provides a durable public example through GEIPAN, a unit of the national space agency CNES that gathers testimony, checks contextual data, and publishes case classifications. The United Kingdom’s Ministry of Defence ended its dedicated UFO reporting function, while The National Archives preserves many surviving files. Canada’s federal archives hold thousands of pages from defense, transport, police, and scientific bodies, and the Sky Canada Project later reviewed how public UAP reporting should be managed.

Security relationships also shape what becomes visible. Five Eyes UAP sharing and NATO protocols may involve air-defense, intelligence, or aviation-safety channels that were not created as UFO research programs. Public material on Chinese UAP interest and Russian encounters varies in provenance and accessibility, making direct comparison difficult. A country’s lack of a public office does not demonstrate the absence of classified airspace reporting.

Comparative analysis should record the responsible agency, legal mandate, operating dates, intake rules, classification system, and public outputs. Case counts are not directly comparable when one system accepts civilian reports and another receives only military events. Nor does an unresolved category carry the same meaning across programs. International records are most useful when original files and methods are available: they can reveal recurring reporting problems, local context, and policy differences without implying that every government reached the same extraordinary conclusion.
