Borland states that he served as a U.S. Air Force 1N1 geospatial intelligence specialist from 2010 to 2013 and later analyzed video, radar, and electro-optical imagery for BAE Systems and Intrepid Solutions.

Borland reports that at about 1:30 a.m. in summer 2012 he saw an approximately 100-foot equilateral triangle travel from near a NASA hangar at Langley Air Force Base and approach within about 100 feet of him.

Borland alleges that years after the sighting he encountered classified information from a UAP legacy crash-retrieval program while holding a sensitive position within a Special Access Program.
