Dylan Borland is a U.S. Air Force veteran and former geospatial intelligence specialist who has emerged as a public UAP whistleblower. In written testimony submitted for the House Oversight Committee’s Task Force on the Declassification of Federal Secrets, Borland identified himself as a former “1N1” geospatial intelligence specialist who served on active duty from 2010 to 2013. He also described later work with BAE Systems and Intrepid Solutions as a senior analyst focused on video, radar, and advanced electro-optical imagery.
Borland’s public UAP account centers on an alleged 2012 incident at Langley Air Force Base in Virginia. According to his testimony, while stationed at Langley he observed an approximately 100-foot triangular craft near the NASA hangar on base. He said the object came within about 100 feet of his position, made no sound, interfered with his phone, appeared to have a fluid or dynamic surface, and rapidly ascended after he was under or near it for several minutes. These details remain based on Borland’s first-person testimony and have not been independently verified in the public record.
Borland has also claimed that, years after the Langley incident, he was exposed to classified information related to a “UAP legacy crash retrieval program” through a sensitive position within a Special Access Program. He has stated that he later testified to both the Intelligence Community Inspector General and the All-domain Anomaly Resolution Office, and that his knowledge of alleged legacy UAP programs led to retaliation, blacklisting, and long-term career obstruction. Those allegations are significant, but they remain allegations unless supported by public documentation or official findings.
Borland’s role in the UAP debate is tied to the broader push for government transparency and stronger whistleblower protections. His testimony has been cited by disclosure advocates as another example of military and intelligence personnel coming forward with firsthand UAP claims. Official reviewers and skeptics continue to emphasize the need for verifiable evidence, records, and independent corroboration before treating the underlying claims as established fact.
