He said the object came within about 100 feet of his position, made no sound, interfered with his phone, appeared to have a fluid or dynamic surface, and rapidly ascended after he was under or near it for several minutes. Borland has also claimed that, years after the Langley incident, he was exposed to classified information related to a “UAP legacy crash retrieval program” through a sensitive position within a Special Access Program. He has stated that he later testified to both the Intelligence Community Inspector General and the All-domain Anomaly Resolution Office, and that his knowledge of alleged legacy UAP programs led to retaliation, blacklisting, and long-term career obstruction.
