The New Jersey Drone Wave: Red Teams, Blue Teams, and the Sentient Hypothesis

The New Jersey drone wave remains an enigma to me. This post develops one of my earlier theories: some of the activity may have been sanctioned testing. That would still leave room for ordinary aircraft, unrelated drone flights, and genuine UFO sightings. TL;DR: Could some flights have tested both advanced drones and the systems meant to detect them?
