I thought this could be it and the public saw the "Estimate of the Situation" document from 1948 that concluded UFOs were interplanetary/extraterrestrial. The document, with the same title and year as the rumored goldmine for UFO history buffs, was slated to be released per a few references I've seen in the past. Excited to see the document was finally added to NARA's UFO site. Problem? It has nothing to do with what has been rumored for decades. I feel we are getting punked on so many levels...
