The National Archives and Records Administration is the independent federal agency responsible for preserving permanently valuable government records and making them accessible. The National Archives was established in 1934 and became an independent agency in 1985. NARA also administers presidential libraries, the Federal Register, records-management standards, and declassification support.
Agencies create and control active records before transferring permanent holdings under schedules and law. NARA preserves what it receives and describes archival provenance; it does not validate every statement inside a record. Missing files may reflect retention decisions, destruction, non-transfer, classification, or a search problem, each requiring different investigation.
The 2024 National Defense Authorization Act directed creation of a dedicated collection for records relating to UAP. Record Group 615 now provides a public framework for agencies to transfer copies and for researchers to locate material across institutional origins. Access restrictions and processing remain, but the collection creates a common archival destination absent from earlier government UFO efforts.
NARA’s importance to FOIA and transparency is durable rather than sensational. It preserves original context, identifiers, and custody across political administrations. The success of the UAP collection depends on agency compliance, complete inventories, declassification review, usable description, and public access to the actual records rather than only selected releases. Researchers can cite archival identifiers and series descriptions, enabling others to retrieve the same material and see neighboring records. That context is a safeguard against treating one dramatic page as an isolated revelation. The collection can also expose agency noncompliance when expected transfers or inventories remain absent after statutory deadlines.
