Donna Hare is a former employee of the aerospace contractor Philco-Ford who became one of the best-known NASA-related witnesses in Steven Greer's Disclosure Project. In testimony recorded in November 2000 and published in the project's April 2001 briefing document, she said she worked for Philco-Ford, a company that changed its name several times, in the photo lab and other areas at the NASA center in Houston now known as Johnson Space Center, and that she held a secret clearance. IBTimes UK later reported that she said she worked for the company from 1967 to 1981.
Her central account dates to the early 1970s, when she said she was working in Building 8. Hare said that in a restricted NASA photo-lab area, a colleague pointed out a round white object, with a round shadow on the trees below it, on one panel of an aerial photo mosaic. When she asked whether it was a UFO, she said, he told her he could not say, then explained that such objects were always airbrushed out before the images were sold to the public. Hare did not keep the photograph and has not publicly named the technician.
Her testimony also relayed secondhand stories. She said a man who had been in quarantine with returning astronauts told her that nearly all of them had seen things on their lunar flights, and that a security guard told her soldiers had made him burn UFO photographs. She said some astronauts who wanted to speak had been threatened, that people later warned her not to discuss the subject, and that she had already spoken at congressional briefings in 1997. She said she was waiting to tell more at a congressional hearing where she could be protected, the venue the Disclosure Project was then campaigning for.
Her account gained a second life through the British hacker Gary McKinnon. In a 2006 BBC interview, McKinnon said a NASA photographic expert among the Disclosure Project witnesses had described the regular airbrushing of UFOs from satellite imagery in Building 8, and that this led him to search NASA systems for raw and processed image folders. In early 2026, Jesse Michels interviewed McKinnon on American Alchemy and promoted clips tying his intrusion directly to Hare's testimony, and the claim recirculated widely on social media that summer.
Reviewing that renewed attention in July 2026, IBTimes UK said it could not independently confirm her account and noted that no photograph, technician's name or written NASA policy has ever been produced; no NASA response to her claims has been reported. Hare's testimony nonetheless remains the principal source for the persistent claim that NASA image processors removed UFOs from pictures before release, and it continues to shape retellings of McKinnon's case and of alleged image censorship at the agency.
