Glenn Gaffney is a former American intelligence official who spent 31 years in the U.S. intelligence community, including as director of science and technology at the Central Intelligence Agency. He is not known to have made any public statement about UAP. His name entered the subject by late 2024 through anonymously sourced reporting that he blocked an attempt to move alleged non-human material out of a defense contractor, and in 2026 it became a recurring reference point in podcasts, social media and commentary around congressional UAP oversight.

Gaffney's government career centered on technical intelligence. He rose to lead the CIA's Directorate of Science and Technology, a post Liberation Times dates to 2009–2015. He also served as deputy director of national intelligence for collection and as the CIA's associate director for talent, and his published biographies describe work on technical collection operations, analysis of space and advanced conventional weapons, information operations and identity intelligence. In the private sector he has worked on technology commercialization and talent networks linking government, industry and academia, including as managing director of BuildMo.

The allegation that made him a UAP figure appeared on November 10, 2024, when Christopher Sharp of Liberation Times reported that, according to unnamed sources, Gaffney "allegedly blocked an attempt to transfer" alleged non-human materials from Lockheed Martin. The article did not report a response from Gaffney or the CIA. In March 2026, The Sentinel Network expanded the story, naming former Lockheed Martin Space Systems vice president James T. Ryder as the official who proposed the transfer and asserting, without identifying its sources, that Gaffney "personally disapproved" it. Reddit posts in July 2026 went further, tying the episode to Kona Blue, the Homeland Security program proposal that was never approved.

Other 2026 claims followed the same pattern. After Rep. Eric Burlison said he had been warned not to contact certain individuals, commentator Ashton Forbes speculated that Gaffney was one of them. In July, clips circulated of physicist Eric Davis saying that Sean Kirkpatrick, the first director of the Pentagon's UAP office, had been CIA "with Glenn Gaffney as his mentor." When Steven Spielberg's Disclosure Day opened in June, viewers on Reddit and Liberation Times's Sharp remarked on a resemblance between a character in the film and Gaffney, although nothing from the filmmakers ties the role to him.

No public response from Gaffney to any of these accounts has been reported. Researcher Joe Murgia noted in August 2026 that, although Gaffney's name and the accusation against him were widely known, no journalist had questioned him about it and no supporting evidence had been made public. Gaffney's prominence in the UAP debate rests entirely on third-party allegations, while his documented record is that of a long-serving science, collection and talent executive in the CIA and the wider intelligence community.
