The Wilson–Davis memo is a 15-page set of notes attributed to physicist Eric Davis. Dated October 16, 2002, it purports to record a conversation with retired Vice Admiral Thomas Wilson, a former senior intelligence official. The text describes Wilson's alleged effort to obtain access to a deeply compartmented contractor program said to possess technology “not of this Earth.” It is not an official memorandum issued by Wilson's office.
Copies emerged publicly in 2019 among papers associated with astronaut Edgar Mitchell. In May 2022, Representative Mike Gallagher submitted the document as supporting material during a House UAP hearing. Its presence on a congressional hearing page establishes preservation in the public record; it does not authenticate the narrative or convert its statements into congressional findings. Davis has generally avoided publicly validating details, while Wilson has denied the alleged meeting and story.
Researchers point to names, dates, institutional roles, and connections in the notes that appear consistent with known people and events. Skeptics emphasize the uncertain chain of custody, absence of original forensic examination, conversational reconstruction, and lack of corroborating program records. Even if Davis wrote the notes contemporaneously, that would establish his record of what he believed was said, not independently prove the claimed Crash Retrieval & Reverse Engineering program.
The document matters because it shaped later claims about contractor control, waived special-access programs, and officials denied access despite oversight roles. Its evidentiary status should remain explicit: attributed notes, entered as hearing material, with central participants offering no shared public confirmation.
