The New Paradigm Institute is an initiative of the Romero Institute, a nonprofit law and public-policy organization associated with attorney Daniel Sheehan. Formally launched in 2023, NPI describes its mission as compelling “full and responsible” UAP disclosure and preparing society for what it expects could be confirmation of extraterrestrial contact.
Its work includes public campaigns, policy advocacy, research, litigation, educational material, grassroots organizing through Citizens for Disclosure, and legal assistance for whistleblowers. The institute has promoted congressional hearings, defended disclosure legislation, petitioned for international cooperation, and publicly challenged government accounts that it regards as incomplete. NPI’s structure joins the Romero Institute’s litigation experience with an explicitly disclosure-focused campaign. Chief counsel Danny Sheehan is a prominent public voice, while executive staff and volunteer chapters organize outreach. That combination enables the institute to move between court strategy, proposed legislation, public rallies, and direct assistance to people considering protected disclosures.
NPI begins from stronger conclusions about secrecy and non-human intelligence than many scientific or government bodies. That position is central to its advocacy and should be attributed to the institute rather than presented as an established finding. Legal experience and access to witnesses can generate important leads, but each historical or technical claim still requires its own documents, testimony, and corroboration.
The institute matters in the public record as an organized actor in the contemporary UAP disclosure movement. It links legal strategy, legislative pressure, public mobilization, and a specific interpretation of the phenomenon. Analysis should track what NPI actually files, publishes, or helps enact, while separating those outcomes from the broader worldview used to motivate them.

The UAP Disclosure Act was first introduced in 2023 by Senators Schumer and Rounds. It passed the Senate as an NDAA amendment, but during conference with the House, the strongest provisions were gutted: the independent review board, subpoena power, eminent domain authority.
