The United States Senate is the upper chamber of Congress. It has 100 members, two from each state, who serve staggered six-year terms, and under Article I of the Constitution it shares lawmaking power with the House while holding distinct duties to confirm nominees, approve treaties, and try impeachments. Through its intelligence and armed services committees, it has written many of the mandates that define the modern government's handling of unidentified anomalous phenomena.
The current framework began in the Senate Intelligence Committee. In June 2020 its report on the intelligence authorization bill directed the Director of National Intelligence to deliver an unclassified UAP report, which became the June 2021 preliminary assessment of 144 military reports. Senator Kirsten Gillibrand, with Senator Marco Rubio, then secured the provision in the fiscal 2022 defense bill that created the office later named the All-domain Anomaly Resolution Office. A Senate Armed Services subcommittee questioned its first director, Sean Kirkpatrick, in April 2023, and his successor, Jon Kosloski, in November 2024, when he reported more than 1,600 cases on file.
The Senate has also pushed the furthest-reaching disclosure legislation. In July 2023, Majority Leader Chuck Schumer and Senator Mike Rounds, joined by Rubio, Gillibrand, and others, filed the UAP Disclosure Act, modeled on the JFK records law, with an independent review board and federal eminent domain over recovered technology. House negotiators cut it back, and the enacted fiscal 2024 bill kept only a records collection at the National Archives. A 2025 attempt to restore it did not make the final defense bill, and at a June 2026 Disclosure Forum held in a Senate office building by the Disclosure Foundation, Rounds said he and Schumer would try again.
UAP questions surfaced in other Senate business in 2026. At a Homeland Security committee hearing in May focused on COVID origins, CIA officer James Erdman, who had led a review for the Director of National Intelligence that also covered anomalous health incidents and UAP, alleged that the agency monitored his team; the CIA called the hearing political theater. When the Department of War began releasing UAP files that month, Gillibrand welcomed them, and in July the House adopted its own version of the disclosure act as part of the fiscal 2027 defense bill.
The Senate's role in UAP history is that of the engine of statutory mandates. The distance between what senators have proposed, an independent review board with power over recovered material, and what has become law defines much of the continuing disclosure debate.
