Aaron Lukas is an American intelligence officer serving as principal deputy director of national intelligence. An Arkansas native, he graduated from Texas A&M University and George Washington University before building a career of more than two decades in the intelligence community. The Office of the Director of National Intelligence describes him as a former CIA chief of station who managed clandestine programs, overseas liaison relationships, and covert operations.
Before becoming the intelligence community’s second-ranking official, Lukas served as chief of staff at ODNI and held national-security posts at the White House. Those assignments placed him at the intersection of collection, policy, and interagency management rather than in a public-facing analytic role. The Senate confirmed him in 2025, giving him responsibility for helping coordinate the work of 18 intelligence agencies and for implementing the director’s priorities on reform, efficiency, and transparency.
Lukas entered the public UAP conversation through reporting about the government’s handling of records and testimony, not through a personal claim about anomalous phenomena. In 2026, journalist Christopher Sharp reported, citing unnamed sources, that Lukas had resisted parts of the administration’s disclosure effort and favored protecting CIA equities. Advocates amplified the allegation as a possible obstacle to FOIA and transparency, but the underlying accounts remain anonymous and do not establish what decisions Lukas made or why.
That institutional authority is what makes Lukas consequential to the current debate. A principal deputy DNI can influence access, classification review, interagency disputes, and the treatment of sensitive sources, all of which bear directly on UAP oversight and accountability. His documented authority does not resolve the contested reporting about his conduct, which remains anonymously sourced. Publicly available records do not show that he has claimed special knowledge of non-human intelligence or personally directed a UAP program.
