The UAP Science Advisory Council is a federal expert group announced in 2026 and chaired by Harvard astrophysicist Avi Loeb. Reporting initially described it as a White House body, but subsequent correction identified the Office of the Director of National Intelligence as the establishing institution, created in response to President Trump’s UAP transparency direction and coordinated with AARO, the FBI, and other agencies.
The council brings together specialists in astrophysics, instrumentation, artificial intelligence, numerical analysis, and related technical fields. Its purpose is advisory: members can recommend data standards, analytic methods, sensor strategies, and research priorities, while operational agencies retain custody of cases and classified systems. Its practical authority depends on a clear charter, access to relevant data, agency cooperation, conflict-of-interest controls, and a channel for reporting findings.
Loeb’s parallel leadership of the Galileo Project gives the council experience with ground-based scientific observation but also prompted debate over his public extraterrestrial hypotheses. Scientific advice is not an endorsement of a preferred explanation. The council’s value will come from testing competing hypotheses for UAP, including ordinary objects, sensor effects, foreign systems, and genuinely unresolved observations, with methods that can be inspected and repeated.
Because the council is new, claims about its success or conclusions are premature. Its institutional significance is the effort to place outside scientific expertise alongside defense and intelligence analysis after years of criticism about poor data and limited transparency. A credible outcome would include documented methods, disclosure of uncertainty, publication of unclassified results, and a boundary between advice based on accessible evidence and speculation that cannot yet be tested. Its first reports will therefore matter as much for defining a scientific workflow and public baseline as for any conclusion about particular cases.
