Mark Warner is an American businessman and Democratic politician who has represented Virginia in the U.S. Senate since 2009 and serves as vice chairman of the Senate Select Committee on Intelligence, the committee's top Democratic post. He chaired the committee from 2021 to early 2025, the period in which Congress received the first declassified government assessments of unidentified anomalous phenomena. His public comments have consistently treated UAP as an aviation-safety and national-security problem.

Born in Indianapolis in 1954, Warner graduated from George Washington University and Harvard Law School but never practiced law. He made his fortune in the cellular telephone industry, co-founding Capital Cellular Corporation and founding the venture firm Columbia Capital, and was an early investor in Nextel. He served as governor of Virginia from 2002 to 2006, won his Senate seat in 2008 and was reelected in 2014 and 2020. He became the intelligence committee's vice chairman in 2017 and announced in December 2025 that he would seek a fourth term in 2026.

When the intelligence community released its preliminary UAP assessment in June 2021, Warner, then chairman, said he had first been briefed on the phenomena nearly three years earlier and that "the frequency of these incidents only appears to be increasing." He called the report inconclusive but described it as "the beginning of efforts" to understand risks to pilots, whether from drones, weather balloons or adversary intelligence capabilities. After the January 2023 annual report, he said rising reporting suggested pilots felt less stigma about coming forward, and he credited language he helped pass in the fiscal 2023 Intelligence Authorization Act with empowering the All-domain Anomaly Resolution Office to investigate.

His most-discussed UAP remark came in 2026. In an August 7 interview with Matt Laslo of Ask a Pol UAP, published on October 10, Warner was asked whether the Pentagon had explained the December 2023 drone incursions over Langley Air Force Base and replied that they "mostly ended up being Chinese drones." Asked whether he had seen pictures of the objects, he said no and offered to ask around. No operator has been publicly identified, and skeptic Mick West questioned how the swarms had been shown to be Chinese, noting that Chinese nationals previously arrested near U.S. bases had flown single small quadcopters. Separately, whistleblower David Grusch said in an August 2026 interview that Warner and Senator Marco Rubio "were a little nervous to really up the ante with the deep state that they were tackling."

Warner's place in the UAP record is institutional. As chairman he presided over the committee while UAP provisions moved through its annual intelligence authorization bills, and as vice chairman he remains one of the few lawmakers with routine access to classified intelligence on threats to American airspace. His 2026 attribution of the Langley episode to Chinese drones, made while acknowledging he had not seen images of the objects, made him one of the most senior officials to offer a specific conventional explanation for a high-profile series of incursions over a military base.
