Compartmentalization, or compartmentation, is the security practice of dividing sensitive information so that each person learns only what a task requires. In U.S. classification policy it rests on "need-to-know," which Executive Order 13526 defines as a determination that a prospective recipient "requires access to specific classified information in order to perform or assist in a lawful and authorized governmental function." A clearance alone does not grant access. The strictest tier is the special access program, which the order defines as one that "imposes safeguarding and access requirements that exceed those normally required for information at the same classification level."
Executive Order 13526 reserves the creation of special access programs to a handful of cabinet officials and the Director of National Intelligence, and requires a finding that the threat to specific information is "exceptional." For defense programs, federal law requires reporting to the congressional defense committees but allows the Secretary of Defense to waive full reporting on national-security grounds and brief only each committee's chairman and ranking minority member. Statutory pathways such as the Atomic Energy Act of 1954 add separate controls over nuclear information, a layer UAP researchers often invoke when describing how a program could span national laboratories and contractors.
In UAP debate, compartmentalization is the standard explanation for how a large secret could last. David Grusch told a House Oversight hearing on July 26, 2023, that he had been informed of a multi-decade crash-retrieval and reverse-engineering program "to which I was denied access," and Senator Kirsten Gillibrand later questioned whether rogue special access programs lacked oversight. The Pentagon's All-domain Anomaly Resolution Office reported in March 2024 that it found no empirical evidence of off-world technology and no classified program that had not been reported to Congress. Its review also disclosed Kona Blue, a proposed Homeland Security special access program for alleged recovered craft that DHS leaders rejected.
The question shifted in 2026 from whether compartments exist to whether their rules can be set aside. On July 29, 2026, Representative Eric Burlison said President Trump had directed the Department of War and the intelligence community to set aside earlier nondisclosure agreements held by people with UAP information. In September, Representative Anna Paulina Luna circulated a directive authorizing current and former department personnel and contractors with access to UAP-related national defense information to disclose it directly to representatives of the PURSUE records effort. Those channels put the long-standing claim that access controls alone keep witnesses silent to a practical test.
