A Sensitive Compartmented Information Facility, or SCIF, is a room, suite, building, or installation accredited for handling Sensitive Compartmented Information. It is a physical security environment, not a classification level and not a guarantee that everyone inside may see the same material. Access still depends on clearance, indoctrination into the relevant compartment, and a demonstrated need to know. A SCIF can protect a discussion without changing the classification or ownership of the information discussed.
Director of National Intelligence standards govern construction, acoustic and electronic protection, access control, inspections, and accreditation. A permanent SCIF may sit inside an agency headquarters, military installation, or contractor site; temporary facilities can also be approved for specific official needs. Devices, removable media, conversations, and documents are controlled because the facility is designed to prevent unauthorized observation or transmission.
SCIFs entered public UAP discussion during congressional hearings, when witnesses and lawmakers said some details could only be discussed in a classified setting. A proposed follow-up in a SCIF can protect lawful disclosures, but it does not automatically overcome compartment rules or prove the underlying claim. An official may hold a high-level clearance and still lack access to a particular special access program.
That distinction is central to UAP oversight and accountability. Secure briefings can let Congress examine names, locations, sensor capabilities, or alleged programs without exposing protected information publicly. They can also reveal that a witness lacks firsthand access or that an agency has not validated a claim. The SCIF is therefore infrastructure for classified review; the evidentiary weight comes from what authorized participants can document inside it.

7/ A new conversation recorded at Contact in the Desert and released by Jeremy Corbell and George Knapp on September 8 2026 tells us what Wiggins says happened after the hearing. AARO contacted him and asked him to enter a Sensitive Compartmented Information Facility, or SCIF, to tell the story again. Wiggins declined. He was on active duty, studying at college and raising 3 children. He had also just given the account publicly before Congress with the support of the Navy.
