Cold War

The Cold War was the decades-long geopolitical rivalry between the United States and its allies and the Soviet Union and its allies, conventionally dated from the Truman Doctrine of March 1947 to the dissolution of the Soviet Union in December 1991. The modern UFO era began inside it. The first great wave of "flying saucer" reports came in the summer of 1947, and for the next four decades fear of Soviet technology, the secrecy of new weapons programs, and the logic of psychological warfare shaped how governments investigated, explained, and classified unidentified objects.

The pattern was set early. The debris recovered near Roswell in July 1947 was later identified by Air Force reports in the 1990s as wreckage from Project Mogul, a classified balloon program designed to detect Soviet atomic tests. In 1948 the Air Force opened Project Sign, partly to determine whether the objects were Soviet aircraft, and its successor, Project Grudge, warned that a foreign power could exploit UFO reports to cause panic. After radar sightings over Washington in 1952, the CIA urged the National Security Council to study the psychological-warfare implications, and the Robertson Panel of January 1953 recommended debunking reports and monitoring civilian UFO groups so that enemy propaganda could not use them. The Air Force also ran projects such as Moon Dust and Blue Fly to recover re-entering space debris and foreign hardware.

Nuclear weapons gave the era its most enduring cases. Former Air Force officer Robert Salas says a glowing red object hovered over his Montana launch facility in March 1967 as missiles went offline, the core of the 1967 Malmstrom incident; a 2025 Wall Street Journal investigation reported that officials attributed the shutdown to a secret electromagnetic-pulse test kept quiet so the Soviets would not learn of the vulnerability. On the other side, the 1977 Petrozavodsk lights over Soviet Karelia, often attributed to a satellite launch from Plesetsk, helped prompt state UFO research programs known as Setka. A 1997 CIA history concluded that flights of the U-2 and other secret reconnaissance aircraft accounted for many American sightings in the 1950s and 1960s.

The Cold War record keeps surfacing. In 2026 a Disclosure Foundation records request produced National Security Agency documents describing Soviet jets pursuing unidentified objects, and the Department of War's PURSUE releases reopened files from the late 1940s and 1950s, including a 1952 Air Force briefing on UFO reports. Veterans such as former Air Force pilot Dan Isbell, who describes a silent triangular craft near nuclear weapons storage in England in 1980, continue to come forward. A Navy release of Cold War "advanced naval vehicles" studies drew UFO interest that year, although the documents do not mention UFOs.

The Wall Street Journal's 2025 reporting also described Pentagon disinformation about UFOs used to protect classified programs, including staged briefings and doctored photographs, which some commentators have stretched into a claim that the whole phenomenon was a Cold War psychological operation. The documented record supports a narrower conclusion: genuine misidentifications of secret aircraft, deliberate secrecy, and official efforts to shape public belief all flourished during the rivalry, alongside a residue of reports that investigators of the time could not explain. That mixture is why so much of today's disclosure debate is an argument about Cold War records.
