It contrasts highly variable witness accounts with official investigations, notes the absence of recovered direct evidence, and concludes that only a small number may have involved low-flying V-1-type missiles while many high-altitude reports were likely meteors or fireworks.

A 1955 CIA memorandum compares four materially different accounts from the Russell delegation: a luminescent ball, eye-like lights, a shadowy rotating object, and a triangular three-light object. Herbert Scoville Jr. favored steep-climbing aircraft or missiles for most observations and said the evidence was too weak to establish a radically new Soviet aircraft.

A 1955 CIA analysis says Ruben Efron’s account of two lights could not confirm an unconventional aircraft and may have been conditioned by Senator Richard Russell’s remarks. A CIA report records one member of a four-person U.S. group describing a triangular, three-light object that spiraled upward from an airfield south of Baku on October 4, 1955; the witness compared the launch to missile ejection and said a companion reported a second launch.
