Jay Stratton is an American intelligence professional who served in the U.S. government for more than three decades, including work with the Defense Intelligence Agency, Naval intelligence, and the Office of the Under Secretary of Defense for Intelligence. He became involved with anomalous-phenomena investigations during the AAWSAP period and later led the Unidentified Aerial Phenomena Task Force.

Stratton spent decades in naval and defense intelligence before becoming publicly associated with anomalous-phenomena programs. He participated in AAWSAP-era work, held leadership responsibilities in the UAP Task Force, and later joined Radiance Technologies. Former colleagues describe him as an official who tried to build a coherent collection effort inside institutions divided by classification and stigma. His post-government appearances have made him a key narrator of that bureaucratic struggle as well as of experiences he considers personally significant.

As task-force director, Stratton helped organize reporting across military and intelligence components and contributed to the process that produced the 2021 preliminary UAP assessment. He and his family have also described unusual experiences associated with Skinwalker Ranch and the reported “hitchhiker effect.” After retirement, Stratton spoke more publicly and joined private-sector efforts connected to disclosure and anomaly research.

Stratton is a bridge between AAWSAP, Skinwalker Ranch, and the formal UAP Task Force. He had direct program responsibility, giving his account strong historical relevance. His personal anomalous experiences and broader interpretations remain testimony rather than agency findings.
