Connecticut is the southernmost state in New England, bordered by New York, Massachusetts, Rhode Island and Long Island Sound, with Hartford as its capital. It has been a center of American military manufacturing for more than a century. The Navy made Groton the site of its East Coast submarine base in 1916, the helicopter maker Sikorsky and the jet-engine maker Pratt & Whitney are headquartered in Stratford and East Hartford, and the Millstone Nuclear Power Station has operated in Waterford since 1970.
The state's best-known sighting wave came in 1983 and 1984, when residents of Fairfield County and neighboring New York counties reported huge, silent V-shaped or boomerang-shaped arrays of white, red and green lights, nicknamed the "Westchester Boomerang." Astronomer J. Allen Hynek called the Hudson Valley wave "absolutely weird" and co-wrote the 1987 book Night Siege about it, while state police said the lights came from light planes flying in formation, and pilots practicing night formation flights called themselves "the Martians."
In 2026 the General Assembly took up House Bill 5422, "An Act Concerning a Study of Unidentified Aerial Phenomena," raised by the Appropriations Committee with Representatives Joe Hoxha and Aundre Bumgardner as co-sponsors. As introduced, it directed the University of Connecticut to study UAP with state emergency, environmental and military-affairs agencies and the state chapter of a national UFO-investigation group, and to weigh the case for a state UAP research center. The Disclosure Foundation submitted supporting testimony and Americans for Safe Aerospace urged residents to back it. On April 1 the committee approved, 35 to 16, a substitute that moved the study to the Office of Legislative Management and a contracted science-advisory nonprofit, with a report due by July 1, 2027. The bill reached the House calendar on April 14, but its record shows no floor vote before the session ended in May.
The state's nuclear sites have also entered the drone record. Nuclear Regulatory Commission security records obtained by Liberation Times and published in October 2026 describe seven drones at Millstone on 14 December 2024, during the New Jersey drone sightings, and a V-shaped craft about five feet across that crossed the Unit 2 reactor building early the next morning before leaving over Niantic Bay. A March 2025 report described four drones circling the Haddam Neck spent-fuel site. With its submarine, aircraft and nuclear sites, a documented 1980s sighting wave and a 2026 study bill that cleared committee, Connecticut shows UAP questions moving from local sightings into state policy.
