The Disclosure Foundation is a United States nonprofit organization focused on government transparency and public policy concerning unidentified anomalous phenomena. It developed from the UAP Disclosure Fund and broadened its work into research, legal advocacy, education, and support for witnesses and whistleblowers. Its leadership and advisers include figures with experience in national security, science, law, communications, and the modern disclosure movement.
The foundation publishes policy briefs, public-opinion research, preparedness studies, legal analysis, and recommendations for Congress and the executive branch. It also convenes public events and engages with media and lawmakers. These activities place it within civil society rather than government: it can propose standards, finance work, and advocate for action, but it cannot declassify a record, compel testimony, or make an official intelligence finding.
Its program centers on UAP transparency, whistleblower protection, improved evidence handling, and preparation for the social consequences of possible disclosure. The organization has supported work involving researchers and professionals such as Jennice Vilhauer and Mike Gold. Some publications proceed from the premise that a consequential disclosure may occur; that scenario-planning assumption should be separated from proof that non-human technology or intelligence has been established.
The Disclosure Foundation’s institutional significance lies in converting a loosely defined movement into concrete policy, legal, and research proposals.
