The country sits beneath busy civil routes and near contested maritime approaches, while the Japan Air Self-Defense Force regularly monitors and scrambles against unidentified aircraft. Objects that cannot be identified immediately may be balloons, drones, foreign aircraft, astronomical objects, or sensor artifacts; the defense task is to record and assess them before any broader interpretation.
In 2020, Japan's defense minister directed the Self-Defense Forces to establish procedures for personnel who encounter unidentified aerial objects. Official briefings described recording and analyzing such observations, not creating a program to investigate extraterrestrial activity. The Japan UAP Task Force grew from this security emphasis and from Japanese interest in coordinating more closely with U.S. reporting practices.
The subject has also entered national politics in Tokyo. Diet members organized a cross-party parliamentary UAP caucus and have discussed whether fragmented information should be handled through a more unified national system. A 2007 government response had said Japan had not confirmed the existence of UFOs understood as craft from outside Earth, while noting that air-defense forces respond to unidentified tracks. The distinction between unidentified air traffic and an extraterrestrial conclusion has remained central.
