The Congressional UAP Caucus is an informal bipartisan grouping of members of the United States Congress who share an interest in unidentified anomalous phenomena and government transparency. Unlike a standing or select committee, a caucus does not itself possess subpoena power, receive appropriations, or exercise jurisdiction. Its influence comes from members coordinating questions, letters, amendments, briefings, and public pressure through the committees on which they serve.
Participants have included lawmakers active in House oversight, armed services, and intelligence debates. Membership and leadership can change between Congresses, and the label is sometimes used by journalists or advocates more broadly than a formal roster supports. The caucus should therefore be distinguished from the House Oversight Committee, intelligence committees, and temporary task forces that possess defined rules and authorities.
Members associated with the caucus have sought classified briefings, military videos, whistleblower access, changes to AARO, and hearings involving David Grusch and other witnesses. They have also supported or criticized provisions related to records review and UAP legislation. A member’s public conclusion does not become a congressional finding unless a committee or chamber adopts it through an official process.
The caucus’s institutional significance lies in maintaining a cross-party network around an issue that does not fit conventional ideology. It can identify shared oversight goals and keep questions alive between hearings. Its limitations are equally important: without formal jurisdiction, progress depends on committee chairs, leadership, appropriations, and executive-branch cooperation. The most consequential measure of its work is not rhetoric but the hearings, statutory language, document releases, and accountable reporting it helps produce. A stable published roster and a record of sponsored actions would also make the caucus’s real reach easier to distinguish from looser media labels.
