That charter, partially declassified in a FOIA release, confirms ONI’s involvement in coordinating with service branches and the Intelligence Community to “collect, exploit, and analyze operational and scientific and technical data on unexplained UAP … currently posing a threat to U.S. National Security.” The task force had a secret charter originating from the Naval Intelligence Activity, designating ONI as a key actor in oversight and interagency coordination.

Public allegations linked to legacy crash retrieval programs sometimes name ONI as having awareness or oversight roles. For example, in testimony before Congress, former intelligence officer Luis Elizondo affirmed that crash retrieval efforts had occurred and that he had signed non-disclosure agreements that restricted his ability to discuss them — though these claims remain contested and unverified. Meanwhile, Pentagon representatives have stated that no verifiable evidence exists confirming active programs involving reverse engineering of extraterrestrial craft or possession of alien biological materials.

What remains clear is that ONI occupies a dual space: formally tasked with integrating and managing UAP information through UAPTF (and later through coordination with AARO), and informally implicated via whistleblower statements in programs whose details are both secret and disputed. Critical questions that persist include: whether ONI has direct operational control over crash retrieval missions; the degree to which ONI is read into highly classified “legacy” programs; and the extent of congressional oversight or visibility.
