Carol Rosin is an American educator and former Fairchild Industries manager who has campaigned against weapons in space since the 1970s. In UFO circles she is known for her claim, set out in testimony for Steven Greer's Disclosure Project, that Wernher von Braun warned her that an invented extraterrestrial threat would one day be used to justify space-based weapons.

Born in Wilmington, Delaware, Rosin earned a bachelor of science at the University of Delaware and taught school before entering the aerospace industry; her published biography says her doctorate is an honorary one, awarded for work in developing countries. In her Disclosure Project interview, recorded in December 2000, she said she worked at Fairchild from 1974 to 1977 and described herself as the first woman corporate manager at an aerospace company. Von Braun had joined Fairchild as vice president for engineering and development in July 1972 and left the company in early 1977, months before his passing that June. Rosin says he asked her to speak in his place when he was too ill to appear, and that together they ran "It's Your Turn," an award-winning program to draw young people, women and minorities into science.

In 1983 she founded ISCOS, a Washington think tank that pressed for U.S.-Soviet cooperation in space as an alternative to the Strategic Defense Initiative. A 1985 Peace Magazine profile of Rosin, then its president, reported her argument that the missile-defense plan served a first-strike posture and should be halted. According to her biography, the institute's early board included Arthur C. Clarke and Apollo 14 astronaut Edgar Mitchell, and her organizations drafted early bills to ban space weapons and later backed the Space Preservation Treaty that accompanied Representative Dennis Kucinich's Space Preservation Act. She co-wrote the book Space Careers with the physicist and novelist Charles Sheffield.

Rosin reached a wider audience as a witness at the 2001 Disclosure Project press conference at the National Press Club. In her testimony she said von Braun repeatedly listed the enemies that would be used to sell space weapons, from the Soviets to terrorists, hostile developing nations and asteroids, ending with aliens, and told her that "the last card is the alien card." She also said that at a 1977 Fairchild meeting she heard planners discuss a future war in the Gulf and resigned in protest. The account rests on her memory of private conversations; by her own description, von Braun never gave her any details about extraterrestrials.

Her name resurfaced in 2026. The War Department's first UFO file release on May 8 included a NASA-credited file pairing an English version of France's 1999 COMETA report with Rosin's April 2001 cover letter, in which she again described herself as von Braun's spokesperson in his final years; researcher Richard Dolan called the report's presence in a U.S. government archive very odd. A quarter-century after she first told it, the "last card" story remains the testimony most closely tied to her name.
