The Unidentified Aerial Phenomena Task Force (UAPTF) was a U.S. government initiative launched in mid-2020 under the Office of the Secretary of Defense, with administrative oversight from the Under Secretary of Defense for Intelligence and Security and operational leadership within the Office of Naval Intelligence. Its core charge was to detect, analyze, and catalog unidentified aerial phenomena (UAP)—objects or events observed in airspace that elude identification. Largely defensive in its mandate, it was expressly concerned with national security risks posed by such phenomena and with standardizing reporting protocols across military and intelligence entities. Stratton emerged as the first Director of UAPTF. A veteran of Naval and Defense Intelligence, he was assigned rotationally from prior roles and selected to build the interagency framework that UAPTF required. Under Stratton, the Task Force collected reports—military aviation, sensor logs, pilot observations—and produced a preliminary assessment released in June 2021, which emphasized both a backlog of unresolved cases and the need for better data collection. Though officially established in August 2020, the UAPTF was never intended to be a permanent structure.

As UAP investigations expanded across oceans, sensor regimes, intelligence domains, and technologies, Congress and the Department of Defense pressed for a more capable entity. In late 2021 the Airborne Object Identification and Management Synchronization Group (AOIMSG) was formed, and by mid-2022 the UAPTF’s functions, data assets, personnel, and authorities were subsumed under the newly created All-domain Anomaly Resolution Office (AARO). That office was empowered to cover anomalies across air, sea, space, and other domains. One key signal involving UAPTF relates to political efforts to force declassification and public release of government files on “UFOs and alien extraterrestrial life.” This signal attributes to recent direction from the White House, via President Trump, an order to “identify and release” such files.

While UAPTF had already ceased to exist by time of this order, UAPTF’s legacy is central to how the government organizes and retains these records. The order falls within the administrative lineage stretching through UAPTF into AARO. Open questions surrounding UAPTF include:

  • Which specific UAPTF data assets (sensor logs, witness testimony, materials) are preserved intact and now maintained by AARO.

  • What process, if any, applies to releasing formerly classified UAPTF files under the new presidential directive.

  • How Stratton’s internal findings (particularly those he later speaks of in public) align or diverge from AARO’s published reports.

  • How the transition from UAPTF to AARO changed analytic standards, thresholds for classification, and mechanisms for interagency coordination.

The UAPTF, though formally disestablished, remains a foundational node in the system by which U.S. national security intelligence now handles unidentified aerial phenomena.
