The Unidentified Aerial Phenomena Task Force was a United States defense and intelligence body formally established in August 2020 to detect, analyze, and catalogue UAP that might affect national security or flight safety. Led by the Department of the Navy under the Office of the Under Secretary of Defense for Intelligence and Security, it built on earlier Navy reporting changes and interagency work that had developed outside broad public view.
The task force gathered reports from military operations and coordinated with intelligence agencies whose sensors or missions could contribute data. Jay Stratton served as its director, and personnel associated with the effort included analysts and consultants with prior anomalous-phenomena experience. Its best-known product was the 2021 ODNI Preliminary Assessment, which reviewed 144 reports, identified one with high confidence, and said the remaining cases lacked sufficient data for firm conclusions.
UAPTF marked a transition from episodic investigation to standardized UAP data collection. The assessment acknowledged possible flight-safety and national-security concerns while avoiding an extraterrestrial conclusion. Former participants have since described additional cases and alleged deeper findings, but those public accounts vary in sourcing and are not all contained in the official report. The task force’s classified work also limits how fully outsiders can compare later testimony with its contemporaneous record.
The organization was temporary. Its responsibilities passed through the Airborne Object Identification and Management Synchronization Group and then to AARO, which received a broader all-domain and historical mandate. UAPTF’s lasting significance is institutional: it created a recognized pathway for military reporting, forced an interagency baseline assessment, and gave Congress a defined organization to oversee. Its limitations—small size, uneven reporting, fragmented data, and restricted access—also explain many of the design choices and continuing disputes surrounding its successors.
