Out of the Shadows: Revealing the Truth About Non-Human Intelligent Life is a memoir by Jay Stratton, published by William Morrow on October 13, 2026. The 336-page hardcover presents his account of a career in intelligence and government UAP investigations. Its subjects include secrecy within defense institutions and experiences that Stratton says led him to conclude that non-human intelligence is present on Earth.
The memoir draws on Stratton’s work before and during his leadership of the UAP Task Force. His retirement from the Office of Naval Intelligence and position as the task force’s first director were documented in Radiance Technologies’ May 2022 hiring announcement. The task force itself was formally established in August 2020 to investigate UAP as a national-security concern, while its collection work informed the June 2021 preliminary assessment.
Stratton alleges that a hidden recovery and reverse-engineering effort, described as the Legacy Program, has concealed non-human technology. That allegation goes beyond the conclusions of the 2021 assessment, which emphasized insufficient data to explain most reported UAP. In its separate 2024 historical review, the All-domain Anomaly Resolution Office reported no confirmation of extraterrestrial technology in the investigations and studies it examined. That review predates this memoir.
The published contents range from Skinwalker Ranch and nuclear-related UAP reports to the development of government reporting structures and congressional involvement. This gives the book two connected subjects: Stratton’s personal interpretation of anomalous encounters and his account of how intelligence organizations handled them. Its place in the disclosure debate rests on that combination of former program leadership and a detailed, attributed narrative of experiences and alleged secrecy within the institutions where he worked.
