Steve Justice is an American aerospace engineer who spent more than three decades at Lockheed Martin's Skunk Works before joining To The Stars Academy of Arts & Science, the UFO-focused company launched in 2017 by musician Tom DeLonge. A Georgia Institute of Technology graduate in aerospace engineering, he entered the defense aerospace industry in 1978. His move from a classified aircraft shop to a public UAP venture gave the new company a prominent engineering credential.

At Skunk Works, Justice served on the teams that developed the F-117A Nighthawk stealth attack aircraft, the YF-22A prototype for the F-22 fighter and the JASSM stealth missile, according to a 2021 Virgin Galactic announcement. He was also deputy program manager for Blackswift, a planned reusable hypersonic testbed. A 2020 offering circular filed by To The Stars says he was director for advanced programs from 2012 to 2016, responsible for the portfolio meant to represent the future of Lockheed Martin Aeronautics, and then director for integrated systems until he retired in September 2017. History and Virgin Galactic have both described him as the former director of Advanced Systems Development.

To The Stars hired Justice in October 2017 as director of advanced programs and technology, a part-time role "tasked with leading the effort to examine the possibilities of emerging sciences and technologies," according to its first annual report. By mid-2018 he was chief operating officer. In July 2019 he spoke for the company's Acquisition and Data Analysis of Materials program, saying in a statement that the "structure and composition of these materials are not from any known existing military or commercial application." He added that the samples came with varying chain-of-custody documentation and that the company would focus on verifiable facts and independent scientific proof. He also appeared in History's series Unidentified: Inside America's UFO Investigation, where the network billed him as leading the team's effort to understand the technology behind reported unidentified aircraft.

Justice later returned to mainstream aerospace. Virgin Galactic named him vice president of engineering from March 1, 2021, saying he would lead engineering for its spaceflight system and longer-term work on high-speed point-to-point travel. In January 2023 the company listed him as senior vice president for spaceline programs and engineering, calling him a 39-year Lockheed Martin veteran and a "legend" of Skunk Works.

His name resurfaced in 2026 as UFO audiences revisited DeLonge's early claims. Posts by the account Interstellar recirculated a clip in which DeLonge said someone from Skunk Works was going to help the company build a UFO, alongside his remarks on The Joe Rogan Experience about the plan, and online retrospectives listed Justice among DeLonge's insider connections. His documented career is that of a senior stealth and hypersonics program manager whose recruitment gave To The Stars much of its early engineering credibility before he moved on to commercial spaceflight.
