The ultraterrestrial hypothesis proposes that some UFO, apparition, and encounter reports originate from an intelligence that is not conventionally extraterrestrial. Depending on the author, the proposed source may be an undiscovered terrestrial species, a hidden civilization, an entity from another dimension, or a phenomenon able to shape human perception. The term names a family of interpretations, not a single model with agreed mechanisms or predictions.

Writer John Keel is closely associated with the approach. In works including The Mothman Prophecies and Operation Trojan Horse, he compared UFO reports with folklore, monsters, religious apparitions, and psychic experiences, arguing that their contradictions and theatrical qualities challenged a simple spacecraft-from-another-planet account. Jacques Vallée developed related ideas about control systems and the continuity between modern encounters and older traditions.

The hypothesis is attractive because it can accommodate shape-changing reports, absurd details, apparent telepathy, and experiences linked to Consciousness-Based UAP Control. Its flexibility is also its main evidentiary weakness. If almost any physical, psychological, or folkloric event can be treated as a manifestation, the model becomes difficult to falsify. Similar motifs can arise through cultural transmission, expectation, sleep states, memory, and narrative selection without requiring an external intelligence.

Ultraterrestrial ideas should be distinguished from Extraterrestrials and from the broader label Non-Human Intelligence. None has been established as the source of public UAP cases. The hypothesis remains important historically because it changed the debate from “which planet?” to questions about perception, mythology, and the ontology of encounters. Its claims become testable only when they specify observable differences from psychological, social, and ordinary physical explanations.
