DOW-UAP-D171: BAASS June 2009 investigations and MUFON contract

BAASS’s June 2009 report documents staffing and facilities plans, a reduced MUFON payment schedule, and extensive preliminary field investigations. Its Brazil collection report notes uncertain evidence custody and incomplete analysis, while Northern Tier work records the difficulty of locating historical witnesses. Witness estimates and investigator interpretations appear alongside negative checks, unresolved alternatives and planned follow-up.

Probed Assessment

A detailed operational report with preliminary cases and explicit evidence gaps, including custody, corroboration and historical recollection limits.

Key takeaways

  • The planned secure vault is an acquisition plan, not proof of exotic materials in custody.
  • MUFON accepted reduced payments after BAASS questioned case volume and unspent funds.
  • The field reports include ordinary explanations, negative checks and missing physical evidence.
  • Brazil collection volume does not establish the reliability of each report or sample.

Why it matters

The packet links contract management to investigative practice and documents where claims exceeded the available corroboration.

Corroboration

Reproduced witness statements, investigator opinions, correspondence and administrative counts carry different evidentiary weight. Sample collection and requested FOIA records are not completed laboratory or records findings.

Open questions

  • • What did the requested laboratory tests and FOIA responses establish?
  • • Were Brazil materials authenticated and their chains of custody resolved?
  • • Which reported cases received final classifications?

Official Description from War.gov

This document is an administrative, programmatic, or contractor-produced record related to the Advanced Aerospace Weapon System Applications Program (AAWSAP), a Defense Intelligence Agency (DIA)-administered program active from 2008 to 2012. AAWSAP’s official scope of work identified 12 technical research areas relating to potential aerospace threats over a time horizon of more than 40 years. As part of the broader program record, the file documents how AAWSAP was scoped, organized, tasked, funded, executed, or described at a particular point in time. This June 2009 Bigelow Aerospace Advanced Space Studies (BAASS) progress report summarizes contractor activities for the period June 1–30, 2009. The report addresses staffing growth, expansion into new facilities, progress on contracted technical papers, investigative activity based on information received via the Mutual UFO Network (MUFON), a BAASS deployment to Brazil, an update on “Project Northern Tier,” and continued review of UAP-related materials released by foreign governments. It also documents BAASS’s continued investment in field investigation capacity, foreign liaison-building, and UAP case acquisition, while recording BAASS’s proposal to reduce MUFON’s monthly stipend pending further performance review. Overall, the file reflects program activity, particularly in UAP reporting intake, foreign case investigation, and organizational expansion in support of those functions.

Proposed secure vault did not establish possession of material

The proposed underground vault was designed for materials BAASS hoped to acquire; the construction description does not establish possession of recovered exotic hardware or tissue.

Scammon disagreement remained unresolved

The Scammon account preserves a disputed Chinese-lantern explanation and unsuccessful requests for the relevant names and police report; the investigator leaves the object unknown.

Dardanelle follow-up favored ordinary explanations

The Dardanelle investigation reports a similar compass response on another Hyundai, weed-killer effects and low radiation, weakening several proposed physical anomalies.

Buffalo readings were normal against controls

At Buffalo, investigators found no abnormal radiation; the report considers ordinary causes for horse-hair changes and documents collection of soil, plant and hair controls rather than completed test results.

Fallon records did not match the reported incident time

The Fallon inquiry records a reported unspecified aircraft incident at midnight to 1 a.m., later than the approximately 9:30 p.m. sighting, with normal radiation and a proposed FOIA request.

Poynette light geometry and FAA checks remained limited

The Poynette case records normal radiation checks and a witness estimate of a large structure inferred from three lights; investigators sent an FAA information request.

Brazilian witness account was disputed

CPU contacts questioned a story about three boys and beings, describing inconsistent statements and possible abuse or a fishing accident instead.

Material lacked verified custody and analysis permission

The Brazil review says CPU evidence had unknown chains of custody and no permission for BAASS analysis; collected material still required translation and evaluation.

Minot report likely confused the year

The Minot researcher flags a supposed 1956 report as probably misdated from October 24, 1968; large potential-witness counts are estimates from staffing and communications assumptions.
